What Is WIOA Title IB?

The Workforce Innovation and Opportunity Act (WIOA) Title I, Part B is a federal program administered through local America's Job Center of California (AJCC) locations. It provides funding for job training and career development for eligible adults, dislocated workers, and youth.

WIOA Title IB funds can be used to pay for approved occupational training programs — including CNA, HHA, and other healthcare programs at NCNA — for individuals who qualify based on income, employment status, and career goals.

WIOA funding is administered by your local AJCC, not directly by NCNA. You must apply through your local workforce center. NCNA is an approved training provider for WIOA-funded participants.

Who Is Eligible?

Eligibility is determined by your local AJCC office. In general, you may qualify if you meet one or more of the following:

Adults (18+) who are unemployed, underemployed, or in need of skills upgrading, with a focus on low-income individuals.

Dislocated Workers who have been laid off, received a notice of layoff, or are unlikely to return to their previous occupation.

Youth (14–24) who face barriers to education or employment, including low-income youth and those with disabilities.

California residents within the service area of a local AJCC office.

What WIOA Funds Can Cover

  • Full tuition for approved NCNA programs (CNA, HHA, and others)
  • Textbooks, uniforms, and required supplies
  • Exam and certification fees
  • Supportive services such as transportation or childcare (varies by local AJCC)

How to Apply for WIOA Funding

Find Your Local AJCC

Visit EDD's AJCC locator to find the workforce center nearest to you in the San Francisco Bay Area or Daly City area.

Complete an Intake Assessment

Visit or call your local AJCC. A career counselor will assess your eligibility for WIOA Title IB funding and help you create an Individual Employment Plan (IEP).

Select NCNA as Your Training Provider

Tell your AJCC counselor you want to train at Northern California Nursing Academy. NCNA is an approved WIOA training provider. Your counselor will issue an Individual Training Account (ITA) or similar authorization.

Enroll at NCNA

Contact NCNA admissions with your WIOA authorization. We will coordinate directly with your AJCC to confirm enrollment and billing details.

Complete Your Program

Attend classes and meet all program requirements. Your AJCC case manager may check in periodically on your progress.
